Weighing vehicles over 3.5 tons in motion now operational in Bulgaria

On 15th October the National Toll Administration (NTA) has launched a new function for weighing vehicles in motion with a maximum permissible weight exceeding 3.5 tons. This follows the completion of a complex process that enables the use of existing asphalt-embedded weight sensors for traffic control and enforcement in cases of vehicle overloading.

The Weigh-in-Motion (WIM) system automatically measures the weight of heavy goods vehicles in real time, without interrupting traffic flow. Currently, ten locations on the national road network have been certified, where the measuring devices have been calibrated and the system is already operational. Additional locations will gradually be introduced as each site is certified, with the system expected to reach its full capacity at 100 certified points.

When an overload is detected, the system automatically generates an evidence record of the violation, including data on total weight, axle load, photographic material, and information on the date, time, and location of passage.

After the record is generated, the owner or registered user of the vehicle is notified by their national service provider, if a contract has been concluded with such a provider.

Upon notification, the offender may pay a penalty fee of BGN 1,200, thereby exempting themselves from administrative liability.

If the fee is not paid, an electronic ticket for the violation is issued. Once issued, the offender has an additional 14 days to pay the penalty fee in order to have the electronic ticket cancelled.
Failure to pay within this period results in a fine or property sanction – BGN 3,000 for a first offence and BGN 4,000 for a repeated offence.

Registered violations can be checked on the NTA website – https://check.bgtoll.bg/#/violation – as well as on the websites of national service providers.

Penalty fees can be paid via www.bgtoll.bg, through the websites of national service providers, or in cash at kiosks located at the main border crossing points.

They can also be paid directly to NTA mobile teams equipped with POS terminals that accept bank card payments only.

When paying, the number of the electronic ticket must be indicated in the payment order.
