BIREG – Advance electronic licence registration system in Hungary
The Hungarian Road Transport Association (MKFE) is providing information to help hauliers. Please note that MKFE is not the owner or the developer of the registration system.
The registration system is operated by the Ministry of Innovation and Technology of Hungary. Please direct your questions to bireg@itm.gov.hu
The Bireg regulation was modified on 28.01.21,
while until 3 February all goods transport operators carrying out services to, from, through and in Hungary should register the company and the operations as well
as from 4 February those operating under EU community licence will not have to register, EXCEPT those performing cabotage operations in the territory of Hungary

Starting from the 1st of January 2021 an electronic license registration obligation has been introduced in Hungary by the Government Decree no. 722/2020. (XII. 31.).
MKFE initiated immediate changes, therefore the legislation is under modification, but currently all goods transport operators carrying out services to, from, through and in Hungary should register the company and the operations as well.
MKFE requested a grace period until the 15th of February, but this was not confirmed yet!
Practical information about registration is expected from the Ministry of Innovation and Technology.
Who has to register? Information for foreign hauliers:
Registration obligation (currently, according to the Gov. Decree in force on 25 January) is for the following operations:
a) goods transport services: vehicles over 3,5 t gross permitted weight
b) own-account transport operations: vehicles over 7,5 t gross permitted weight
c) cabotage in the territory of Hungary

What happens next?
– 31 January 2021
Obligatory registration period! During an inspection, the adequacy and accuracy of the registered data will be checked. If there is no registration, the inspectors will record the necessary data. The highway inspectors inform you and help answer any questions that may arise. They draw the attention of the company and the driver of the obligations arising from the use of the system.
After 1st of February 2021
Start of the fining period! During an inspection, the adequacy, accuracy and completeness of the registered data will be checked. If any element of registration or border crossing data are missing, the inspectors will fill in the missing data and impose a fine on the offender. The amount of the fine is equal to the fine for transport without transport licence and infringements resulting from the use of an improper transport licence.
Fine: 800.000 HUF (2,238 EUR)

The position of MKFE
The new registration obligation in this version is considered to be unacceptable by MKFE, and our Association proposed the modification of the legislation from the Ministry of Innovation and Technology on the 5th of January.
According to the amendment proposed and urged by MKFE cross-border operations performed under a Community licence as well as own-account transport of goods should be exempted from the registration requirements
