Submission of general declaration of arrival (GDA) to Ukraine via TIR-EPD

Since November 7, 2020 the general declaration of arrival (hereafter - the GDA) is mandatory for goods arriving into the territory of Ukraine, including for the purpose of transit and transportation using the TIR Carnet. The carrier or customs broker on behalf of carrier must submit the GDA in advance, prior to crossing the border. In case of transportation of goods by road GDA has to be submitted no later than one hour before arrival of the goods at the first checkpoint on the customs territory of Ukraine. Information provided in the GDA is used for risk analysis regarding safety and security.
In response, IRU introduces the possibility of purchasing units and submitting GDA to Ukraine through the TIR-EPD application. TIR holders will have the possibility to choose whether to send both EPD and GDA to Ukraine, only EPD or only GDA. These advancements allow IRU to reduce the cost of GDA and border crossing time by eliminating the need for brokerage services imposed on international road transport operators.
